Requires the "read" scope.

Every vote update recorded for a race, in two views of the same data:

• cumulative: each candidate's running vote total over time.
• discrete: the vote drops, one entry per update, with each candidate's gain and the VCUs (counties or reporting units) that reported.

Pass vcu_id to limit both views to a single VCU. vcus always lists every VCU in the race.

Notes:

• Covers poll close through 48 hours after it (no cutoff for California races).
• Timestamps (x) are milliseconds since the Unix epoch.
• Running totals never decrease: a downward correction is applied to the earlier values instead.
• Updates where no candidate's total changed are left out.
• A race with no vote history returns 200 with empty arrays, not 404.
• Responses are cached for 30 seconds.
